ASRC Federal Communications is seeking a Senior Lead Buyer for our ISS2 contract supporting our Air Force customer.

SUMMARY:
Under the general supervision of the Program Manager and the Senior Purchasing Manager together, the Senior Lead Buyer performs a wide range of purchasing activities. These will include oversight of purchasing activities, training Junior Buyers, overseeing job performance of the team, managing the use of the Deltek purchasing system, and assisting a team of purchasing professionals that are geographically dispersed. The Lead Buyer interacts regularly with people in various positions in the Company and externally. They must maintain a good company image and supplier relations through daily business contacts.

PRIMARY RESPONSIBILITIES:

• Assist the team of Buyers with daily functions; train mentors and ensure compliance with ASRC policy and Federal regulations. Proactively plan and coordinate work activities to meet outcomes beneficial to the customer and project needs.
• Meet with PMO and corporate Management to report on procurement activities and the status of projects.
• Utilize company automated maintenance and procurement systems (Costpoint/AIMS/Concur) for the order, receipt, and shipment of material, records, mail, and/or equipment. Utilize customer interfaces to track incoming shipments.
• Analyze Purchase Requisitions (PR) for appropriate authorization level, specifications, shipping, and delivery requirements. Proactively resolves customer issues by going beyond the request to understand the need. Issue Requests for Quotation (RFQ).
• Award and administer Purchase Orders (PO) used to purchase material, supplies, and services for customers on authority of approved requisitions and in accordance with Federal Acquisition Regulations (FAR) and contract requirements.
• Determine that prices paid are fair and reasonable and perform cost analysis. Negotiate with vendors regarding pricing, delivery, and terms & conditions. Source continuously for improved and/or less costly materials and supplies.
• Document all purchases in accordance with applicable contractor and Government requirements. Maintain federally compliant PO files at all times. Compliance is a significant part of the job.
• Respond expeditiously to requests for information regarding the status of these purchases. Ensure the team maintains tracker files.
• Evaluate vendor performance and facilitate proactive, continuous process improvement.
• Maintain effective communications with customers and take proactive measures to meet the lead time required for obtaining materials. Keep the requestor apprised of any change in price or specifications, and of restrictions on materials that might affect purchases.
• Coordinate invoices with Accounts Payable and revise POs to reflect credits, cores, and returns.
• Perform administrative duties. Maintain electronic records and files related to job responsibilities.

CORE QUALIFICATIONS:

• Must be a US citizen or US national, and pass background checks.

• 5-7 years Federal Procurement executing increasingly complex buys to include Compliance with Federal regulation. Demonstrated knowledge of, and experience working with, Federal Acquisition Regulations (FAR).
◦ Must be able to execute BPA’s, MSA’s and IDIQ’s.
◦ Knowledge of local and beyond supply sources; ability to source
◦ Use of automated purchasing systems.
◦ Ability to project supply requirements.
▪ Substitution: Formal purchasing or contracting education may be substituted for one year of experience, e.g., some graduate level education in purchasing or commercial purchasing seminars and workshops.

• Demonstrated ability to work with a team, mentor, and monitor performance.

• Demonstrated fiscal responsibility to ensure funding is appropriate and within budget, and the contract and company are never put “at risk”.

• Demonstrated ability to review paperwork for completeness, appropriateness, and conformity to established policies and procedures and Federal regulations.

• Must possess excellent communication and interpersonal skills to interact tactfully and resourcefully with procurement team, co-workers, vendors, and internal and external customer representatives.

• Demonstrated strong problem-solving skills and ability to proactively assist customers with their immediate and long-term needs.

• Ability to be flexible while still maintaining high standards of professionalism to perform under deadlines and manage multiple priorities in a volatile and diverse environment.

• Demonstrated strong organizational skills and the ability to work independently and prioritize daily work assignments.

• Must be detail-oriented. Competent in identifying discrepancies and making corrections.

PREFERRED QUALIFICATIONS

• CPSR Readiness
• Knowledge of ERP/ Cost Point
• Proficient in MS Office, TEAMs, electronic Filing Systems & Internet Navigation.
