We are looking for a seasoned Senior Backend Engineer who will be a key driver to make this happen.</p><p></p><p><b>The Work:</b></p><p>The ICF Senior Data Engineer will support ICF’s Health Engineering Solutions (HES) team in advancing key strategic initiatives for our CMS client. As a core member of the CMS Public Data Platform Team, this role will be instrumental in transforming complex data ecosystems into actionable insights that drive innovation, integration, and operational efficiency across content and data initiatives. This role is ideal for a technically skilled, innovative thinker who thrives on leveraging AI tools, low-code platforms, and custom coding to extract insights from large volumes of structured and unstructured data.</p><p></p><p><b>What You’ll Be Doing:</b></p><ul><li>Rapidly analyze and synthesize large-scale structured and unstructured datasets using a combination of AI tools, low-code platforms, and custom code.</li><li>Design and implement data topologies and knowledge graphs that map relationships, hierarchies, and dependencies across disparate data sources.</li><li>Perform data acquisition through web scraping, API integration, and ingestion of external knowledge bases.</li><li>Identify patterns, overlaps, and redundancies across datasets to support data harmonization and enrichment.</li><li>Develop and maintain scalable data pipelines and workflows that support advanced analytics and machine learning initiatives.</li><li>Collaborate with data scientists, analysts, and domain experts to translate business questions into data-driven solutions.</li><li>Ensure data quality, consistency, and governance across all stages of the data lifecycle.</li></ul><p></p><p><b>Required Qualifications:</b></p><ul><li>Bachelor’s degree in Computer Science, Engineering, or a related technical field.</li><li>5+ years of experience in data engineering, data integration, or related roles.</li><li>3 + years of experience working with Python.</li><li>1 years’ experience with AI/ML tools and platforms (e.g., SageMaker, AzureML, VertexAI).</li><li>1 years’ experience with low-code/no-code platforms for data processing and automation.</li><li>1 years’ experience with knowledge graph construction, graph databases (e.g., Neo4j, RDF), and graph theory.</li><li>Strong understanding of data modeling, data warehousing, and ETL/ELT processes.</li><li>Excellent communication and collaboration skills.</li><li>Team player with the ability to work in a fast-paced environment</li></ul><p></p><p><b>Preferred Qualifications:</b></p><ul><li>Experience with Generative AI and LLMs in data transformation and enrichment workflows.</li><li>Proficiency in web scraping, API development, and external data ingestion.</li><li>Familiarity with semantic technologies (e.g., SPARQL, OWL, RDF).</li><li>Experience with data visualization and storytelling.</li><li>Demonstrated ability to work independently and prioritize tasks in a fast-paced environment.</li><li>Strong critical thinking and problem-solving skills.</li></ul><p></p><p><b>Working at ICF:</b></p><p>ICF is a global advisory and technology services provider, but we are not your typical consultants.
